Residents in West One saved from
more late night noise

An application from Bar 23 in West One Plaza
to extend its opening hours from 11.30pm to midnight was refused
by City Centre, South and East Planning Board on Monday 31st March.
Green Party Councillor Jillian Creasy, who represents Central
ward, which includes the city centre, said:
I am very pleased that officers recommended
refusal for a permanent extension to midnight by Bar 23. They
have recognised the amount of disturbance created by bars and
restaurants in the West One Plaza. The plaza acts like an amphitheatre,
with noise carrying up to the flats above. Over the last year,
more and more of these bars have acquired outside seating, which
compounds the problem. Officers point out that there have been
major problems with enforcement. Even after the bar has officially
closed, there is noise from people drinking up and
putting the chairs and tables away. This has had a serious effect
on the health and well being of neighbours. They will be extremely
relieved that officers in planning are starting to draw a more
reasonable line over what is acceptable.
